Experimenting with building Poor Richard’s Memory Manager in Haskell user space.

Now an oracle will look for signs of memory pressure from the host operating system and attempt more aggressive garbage collection in response.

- Fix the build on Windows.
- Remove the
docteststest suite, as there were never any
doctests to begin with.
- Add a library dependency on the
cabal-doctest. This makes it build with
Cabal-2.0, and makes the
doctests work with
cabal new-buildand sandboxes.
